Chairperson – Stadiums Tasmania

Introduction

The Tasmanian Government is now seeking expressions of interest for the inaugural Chairperson of Stadiums Tasmania.

The Chairperson will possess proven leadership skills to oversee the full establishment of this new statutory authority, set its strategic direction and facilitate a smooth change management process to ensure its effective operation.

Chairperson profile 

The Chairperson needs proven leadership skills to oversee the establishment of this new statutory authority, set its strategic direction, facilitate a smooth change management process that enables it to absorb its initial stadiums and ensure its effective operation.

The Chairperson will work with the Board, management, Minister and Treasurer to ensure the Authority conducts its business and affairs in a manner that is in accordance with sound commercial and public sector practice; conforms with relevant laws; and operates in a manner that reflects Stadium Tasmania’s statement of expectations. The challenge for the Board is to develop Stadiums Tasmania’s culture and values to grow the business.

The ability to understand and be able to work with government at all levels is vital, as is the need for open communication between the Chairperson, relevant State Government Ministers, and senior officers, through by regular contact and performance reporting. 

Additional duties

It is expected that the inaugural Chairperson may initially need to fulfil several additional roles and responsibilities, with the support of a contracted executive officer.

A key objective in forming this new Authority is to establish a sound and contemporary governance framework for the Board and the wider Authority. Once it is operational, these additional responsibilities are expected to gradually reduce. The CEO will assume responsibility for managing the Authority and Chairperson revert to being non-Executive.

This recognises the time the Chairperson will need to work with the Department of State Growth to develop Stadium Tasmania’s indicative business model, structure, budget, and policy framework; assist the Minister to appoint the Board, a Chief Executive Officer, and other key employees; establish the Authority, equip it to commence operations and prepare it to absorb the initial stadiums agreed to be transferred.

These additional duties may attract additional remuneration. This role,  level of commitment and remuneration payable will be negotiated as part of this recruitment process.

Core business skills

  • highly developed Board, corporate and/or statutory governance expertise and skill;
  • demonstrated success and experience in leading a successful organisation, develop and maintain an effective and contemporary Board and organisational culture;
  • exceptional communication skills and the ability to act as an ambassador for Stadiums Tasmania within Government and across Media on all platforms;
  • the ability to maintain effective professional and working relationships with key stakeholders, government at all levels and the broader community;
  • previous high-level experience in the effective management of change;
  • the ability to lead and ensure compliance with legislation, policies, and procedures;
  • a sound understanding of a non-executive director’s legal duties and responsibilities; and
  • sound and credible industry knowledge, skills, and

Establishment of Stadiums Tasmania’s Board     

The Chairperson will be the first appointment in the leadership of Stadiums Tasmania. Therefore, they will work closely with the Department of State Growth and other invested partners in the foundation and operationalisation of Stadiums Tasmania. In making an appointment under Section 8 of the Act, the Minister is to ensure the Chairperson and the other Board members, collectively, have expertise relevant to the Authority’s powers and functions in addition to qualifications or experience in, or including expert knowledge of, most of the following matters:

  • business and financial management;
  • communications, marketing and sponsorship
  • infrastructure development, delivery and asset management;
  • legal, corporate governance and risk management
  • major event management and operation;
  • management of major stadiums and venues; and/or
  • sports administration or high performance sport at a senior level.

The successful applicant will have demonstrated experience in leading successful development and functioning of a high performing Board and assuring a strategic focus and an inclusive and effective Board culture. Outstanding communication and stakeholder management skills, excellent judgement, a strong customer focus and an understanding of the importance of sound governance is essential. An understanding of the Tasmanian community and the environment that new Authority will operate in is also essential.
